CITY of ANDO VER

MEMORANDUM

TO:

COPIES TO:

FROM:

DATE:

REFERENCE:

Mavor and City Council: Citv Attorney

Clayton ~erg~ Ramse¥ Buildinq Official; Ramse¥ Mayor and City Council
David Almqren, Building Official

May 11, 1981

House Built in 1972 at 16566 Arqon Street N.W.

This house was built for Mr. and Mrs. George Reff in 1972 by Ewen McClellan. From
construction to the present time, there have been many problems with this house,
some of which have been documented.

The following is data which is known:

The plans were drawn by Phillips Plan Service, 1916 W. 78th Street, Bloomington,
884-1787 on June 3, 1972.

2. The Building Permit was issued by Ramsey on July 19, 1972, Permit #608, signed
. by William Pittman.'

3. The septic, system permit was issued August 1, 1972 and signed by Dallas Feligy.

4. The plumbing was done by Malone Plumbing.

5. 'The fireplace contractgr was Paul Moorhouse.

6. The general contractor was Ewen McClellan.

ter the house was constructed, it was found that the truss rafters, made and supplied
Stuart Lumber Company (Siscar style) would not hold the roof load in'the kitqhen/
front room area. The ridge section started to sag. This was corrected and compensated
for by Stuart Lumber Company.

The heade'rs over the dining room and front room windows are said to be double 2x12~
The windows are 12 feet wide and on the roof bearing side. This is not strong enough
and evidence of sagging is present.

There are two fireplaces; a single downstairs and a double face upstairs, upstairs.
being 1st floor. The lower fireplace and chimney are of faulty construction and
cannot be used; the firebox area is caulked with'insulation and just about all of the
tile liners in the chimney are cracked which allows smoke to escape into the attic
area. This is a fire hazard. The owner said it has been this way since it was new.

There is a sewage ejector pump under the basement floor which is accessible through
a trap door. This is not vented; the place for the vent pipe is capped off. This is
a hazard because of sewer gas buildup.

In 1973 the owners called the State Building Code Department and two people came out;
one was Arnold G. Olson. They looked at everything and nothing was done about
