I. INTRODUCTION <br /> <br /> The CAB Area Cities have pursued a· cooperative program <br />of studies, review, public hearings and subsequent alternative <br />studies for an extended period of time to ·achieve an approved- <br />sanitary sewer and disposal system. This program has included <br />the cooperative efforts of the Cities of; Anoka, Brooklyn Park, <br />Champlin, Ramsey and Andover, all referred to as the CAB 1 <br />(Chgmplin, Anoka, Brooklyn Park) Sanitary Sewer Interceptor <br />service community of the northwest metropolitan area. This <br />Pr09ram has involved the jurisdictional controlling input of <br />the Metropolitan Council, Metropolitan Waste Control Commission <br />(MWCC), Minnesota Pollution Control Agency (MPCA) and the over-· <br />riding rules and regulations of the Environmental Protection <br />Agency (EPA). <br /> The communities are generally located within the lo~al <br />Metropolitan Urban Service Area (MUSA) district, as designated <br />by the Metropolitan Council. The Metro' Council, as the overall <br />controlling planning agency, has determined that all public <br />utilities and transportation facilities under their jurisdiction <br />will be provided to all the cities within that MUSA district.' <br />Growth control of this metro area is the need and a cost effec- <br />tive program for providing services based on sound environmental <br />standards is the benefit. All of the area people have the need <br />for a water quality management control program that will provide- <br />a benefit to them. <br /> The CAB cities have been advocates of controlling growth by <br />utilizing a program of requiring all land development to be <br />served by municipal utilities and an-approved street and highway <br />system·. Set aside areas for long range (20 Yr.) development <br />have been programmed according to projected population growths <br />and the resulting land us~ requirements. City utilities and <br />the services necessary to support suburban growth have been <br /> <br />-1- <br /> <br /> <br />
