CAB city councils unanimously approved the same program' for <br /> providing a system to collect and dispose of the sanitary <br /> wastes for the area. The adopted program was the result of <br /> extensive research into the many studies'resulting from all <br /> the federal funding programs and the public hearing input all <br /> unde~ the control of the MWCC 201 Section of the .federal Water <br /> Pollution Control Act. Alternate No. 31, from the Northwest <br /> Area Study became the recommended program. The Metropolitan <br /> Council has not approved this or any other alternate from' <br /> that study after a fifteen (15) month period. <br /> <br /> The area sanitary sewer disposal problem is compounded <br /> by the need to alleviate an intolerable environmental situa- <br /> tion resulting from the failure of on-site (private) sanitary <br /> waste disposal systems. These systems were installed in the <br /> cities prior to the municipalities requiring city utilities. <br /> Documented evidence reveals that pollution is entering the <br /> ground water aquifers and is observed as surface run-off.· <br /> Controls have been enforced to eliminate the situation. <br /> <br /> The·enforced controls required to eliminate the surfacing <br />of contaminants is extremely expensive on a continuing basis. <br />The contamination of the ground water is impossible to control <br />and often associated with inadequate on-site systems. '· <br /> <br /> The overall planning community is now faced with the issue <br />of time as a deterrent to having a cost effective total service <br />program. The major transportation facilities to serve this <br />northwest area are under construction and/or in the final study <br />phase. This will contribute to the need for adopting a con- -- <br />trolled growth program to handle the impending development <br />demands.
