Connection is to be made with the existing facil~ <br /> ty in Brooklyn Park and extend northerly and westerly <br /> through Brooklyn Park, Champlin and Anoka. The part' <br /> of the CAB Interceptor located entirely with the City <br /> of Anoka, north of the Mississippi River, is referred <br /> to as the "Anoka Segment,"* and will outfall into the <br /> exist±n~ Anoka Waste Water Treatment Plant (A~TP). <br /> The "Lower Segment" of the CAB is located south of <br /> the river in the Cities of Champlin and Brooklyn Park. <br /> <br />1. The approved1 ultimate program calls for all <br /> sewage from the CAB area communities to be <br /> carried bl the CAB Interceptor south to the <br /> existing line in Brooklyn Park. <br /> <br />2. Th~ Systemwide Analysis. Alternative Assessment <br /> Study, dated June 1980 states, "The basic alter- <br /> natives for Service Area #3" are an expansion of <br /> the AW-~TP or elimination of the AWWTP b~ construc- <br /> tion of an interceptor through Anoka and Champlin. <br /> In either case, an interceptor in Brooklyn Park is <br /> needed to serve Brooklyn Park and southern Champ- <br /> lin and to convey flows to Metro. Elimination of <br /> the AW%~P by interceptor to Metro is recommended <br /> because: (1) The cost is only 4% higher than the <br /> plant expansion alternative, which is insignificant <br /> at this level of cost estimating; (2) The prelimi- <br /> nary engineering design phase has revised the initial <br /> interceptor concepts for the Anoka and Champlin seg- <br /> ments, reducing construction costs significantly <br /> <br />*Construction plans are being processed for a scheduled 1981 letting. <br />1Approved by the area City Councils. <br /> <br />-5- <br /> <br /> <br />
