TO: Mayor and City Council <br /> <br />FROM: City Administrator <br /> <br />$UBJ: Staff Report <br />1. Legislation - The following is submitted on this case: <br /> a. City's legal case in regards to the State Aid Law - I <br /> spoke to Mr. Paul P~nd, Tuesday, June 16, 1981 about his <br /> research as to whether we do have a case against the State <br /> of Minnesota and said he was about through with his research <br /> and would have a letter in the mail to us this weekend. <br /> Consequently~ I should be able to give you a report on this <br /> on Tuesday night. <br /> b. 1981 Legislative Session in regards to State Aids- The <br /> Legislator~ during this legislative session, did not change <br /> the State Aid Law. They did do the following: <br /> <br /> 1) 1982 there will be no increase in State Aid monies. <br /> 2) 1983 there will be an increase of approximately <br /> $21,000,000 in the total State Aid pot. <br /> c. Legislative Study Committee on the MetrO Council -I spoke to <br /> ~enator Wegner earlier this year, as he heads u~ this committee, <br /> to let us know when they will be meeting, which will be at <br /> different times between now and the next sessiOn. He has never <br /> gotten back to me on it, so I will try and contact between now <br /> and Tuesday. This committee will be reveiwing all the positive <br /> and negative reports on the Metro Council. <br /> 2. City Work Load - the following is submitted in this case: <br /> a. Comprehensive Pla% -We have been working to get this completed <br /> ~nd it is usurping just a lot of time. The proposed six (6) <br /> year CIP is coming before you for you~ review at this meeting, <br /> for adoption at youm next meeting, if there are not too many <br /> amendments to it. Secondly, we are also preparing our case on <br /> maintaining our 2~ acre lot size verses the MetrO Council desire <br /> that we maintain the 10 acre lot size in our rural and transitional <br /> areas. We have completed the land inventory and we find that we <br /> have approximately 4,000 acres of developable land out of the <br /> approximately 12,600 acres that are contained in rural and trans- <br /> itional areas. <br /> <br /> <br />
