Creighton, <br />June 5, 1981 <br /> <br />Anoka/Champlin/Rams ey/Andover <br /> <br />Legal Consultan~~0 <br /> <br />Proposed Amendment to the Requests for Proposals <br />and Preliminary Franchise <br /> <br /> The purpose of this Memorandum is to recommend to you that <br />your City Councils consider amending the Requests for Proposals <br />to change the franchise term from the current ten-year term to <br />a fifteen-year franchise term. As I discussed with you, as the <br />result of a compromise proposal which was developed in the <br />North Suburban Cable Commission, I have withdrawn my objection <br />to the fifteen-year franchise term so long as it is accompanied <br />by franchise language which allows the City to demand techno- <br />logical updating of the system during the 'term of the franchise. <br />The issue is not the length of time in the franchise term, but <br />whether the City will have any control over reqUiring techno- <br />logical updating of the system in a rapidly changing cable <br />communications industry. <br /> <br />The language which I am proposing in the preliminary <br />franchise appears to give the City as much flexibility as is <br /> <br /> <br />
