Schnelle
City Administrator/Clerk
15153 Nowthen Boulevard Northwest
Ramsey, Minnesota 55303

In reply refer to: 315
C.S. 0202 (T.H. 10)
Near Berg 0il Company
Resolution #81-34

Dear Mr. Schnelle;'

The City of ~msey. ~e~o%ution ~81-34 has been' referred' to me for a reply. The
international "NO U Turn" sign noted in the Resolution is a standard ~ign used
through~ut the United States and many f~reign countries. This sign has been
in use in Minnesota since 1973 and is the only one our District stocks at the
present time.

The design of the inplace sign is dictated by the Federal Highway Administration
in the "Manual on Uniform Traffic Control Devices". The specific purpose Of this
Manual is to create uniform signing practices'throughout the nation. At the
T.H. 10 location, the problem is not so much the misunderstanding of'a sign, but
the desire of the motorist to get to a destination with the least amount of delay
possible. NO sign can prevent this from happening.

I'do not believe that changing the inplace sign to a word message will have a
significant effect on compliance. The only effective way to prevent U-turns is
to close the median opening which of course will cause other problems for the
local businesses.

If you have any questions, please call me at 545-3761, Ext. 144.

Sincerely,

R.
