In our May <br />26, 1981 telephone conversation you indicated that the City will likely <br />have difficulty meeting the ordinance adoption time limit set out in <br />our letter. I can fully appreciate and am aware of the complications <br />the City of Ramsey is experiencing in coordinating that City's Compre- <br />hensive Plan, the Critical Rivers Ordinance for the Mississippi River, <br />and the scenic River Ordinance for the Rum River. You stated over the <br />telephone that the City hopes to coordinate all these efforts to a con- <br />clusion sometime around the end of August, 1981. <br /> The DNR is willing to cooperate with th~ City in achieving your goal of <br /> preparing a comprehensive workable set of controls for the community. <br /> The 60-day limit for Scenic River ordinance adoption ma~ be altered pro- <br /> vided the City of Ramsey makes a commitment to this Department in either <br /> of the following manners: <br /> <br /> I) The City submit a draft ordinance to this office <br /> which complies with the DNR's minimum standards <br /> on or before July 17, 1981. <br /> <br /> 2) The City Council pass a resolution of intent to <br /> adopt a compliant Scenic River Ordinance. The' <br /> resolution must list an adoption date of no later· <br /> than August 31, 1981 and be passed by the Cit~ <br /> Council on or before June 30, 1981. <br /> The above alternatives will suffice as a commitment by the City of Ramsey <br /> to adopt a Scenic River ordinance in an expeditious manner. The Department <br /> feels that our requests are reasonable considering the fact ~at nearly <br /> three years have-elapsed since the City was first informed of the require- <br /> iaent to adopt land use controls for the Rum River. We ~lso have been willing <br /> to cooperate with the City in modifying the minimuj lot area standards for <br /> the Scenic River d~trict ~o accomodate some of the City~s concerns. I would <br /> be willing to meet with City officials or staff to assist in dev~lofing or <br /> further explain the City of R=msey's Scenic River 6rdinance. <br /> <br /> <br />
