Anoka, Minnesota 55303 OF NATURAL RESOURCES Metro Region Waters, 1200 Warner Road, St. Paul, MN 55106 296-7523 June 5,1981 Dear Lloyd: 60-DAY SCENIC RIVER ORDINANCE ADOPTION NOTICE In our letter dated May 20, 1981, the Minnesota Department of Natural Resources (DNR) notified the City.of Ramsey that the City must adopt, within 60 days of receipt of the letter, a Scenic River ordinance for the Rum River which complies with DNR minimum standards. In our May 26, 1981 telephone conversation you indicated that the City will likely have difficulty meeting the ordinance adoption time limit set out in our letter. I can fully appreciate and am aware of the complications the City of Ramsey is experiencing in coordinating that City's Compre- hensive Plan, the Critical Rivers Ordinance for the Mississippi River, and the scenic River Ordinance for the Rum River. You stated over the telephone that the City hopes to coordinate all these efforts to a con- clusion sometime around the end of August, 1981. The DNR is willing to cooperate with th~ City in achieving your goal of preparing a comprehensive workable set of controls for the community. The 60-day limit for Scenic River ordinance adoption ma~ be altered pro- vided the City of Ramsey makes a commitment to this Department in either of the following manners: I) The City submit a draft ordinance to this office which complies with the DNR's minimum standards on or before July 17, 1981. 2) The City Council pass a resolution of intent to adopt a compliant Scenic River Ordinance. The' resolution must list an adoption date of no later· than August 31, 1981 and be passed by the Cit~ Council on or before June 30, 1981. The above alternatives will suffice as a commitment by the City of Ramsey to adopt a Scenic River ordinance in an expeditious manner. The Department feels that our requests are reasonable considering the fact ~at nearly three years have-elapsed since the City was first informed of the require- iaent to adopt land use controls for the Rum River. We ~lso have been willing to cooperate with the City in modifying the minimuj lot area standards for the Scenic River d~trict ~o accomodate some of the City~s concerns. I would be willing to meet with City officials or staff to assist in dev~lofing or further explain the City of R=msey's Scenic River 6rdinance.
