PAUL,~ MINNESOTA 55155 <br /> June 6, 1981 DNR INFORMATION <br /> (612) 296-6157 <br /> <br />Honorable Thomas Gamec <br />Mayor, City of Ramsey <br />15153 Nowthen Blvd., N.W. <br />Ramsey, MN 55303 <br /> <br />Dear Mayor Gamec: <br /> <br />FLOOD PLAIN MANAGEMENT ADMINISTRATIVE WORKSHOP <br />The Department of Natural Resources has received a grant from the Federal <br />Emergency Management Agency to conduct training workshops for Minnesota <br />communities that are presently enforcing flood plain management regulations.- <br />These communities are enrolled in the Regular Phase of the National Flood <br />Insurance Program. The session for local officials in your area is scheduled <br />for June 23, 1981 at 9:00 a.m.-4:00 p.m. (lunch not provided, cafeteria <br />available) in the Minnesota Department of Transportation Training Center, 1900 <br />West County Road I, Arden Hills, Minnesota. <br /> <br />The workshop will address the problems confronting community officials in the <br />administration of their flood plain management programs. We will discuss the <br />following topics: how to use the data and flood plain maps contained within a <br />Flood Insurance Study, how to assess a conditional/special use permit, what <br />are the grounds for issuing or denying a variance, what procedures must be <br />followed to amend a flood plain ordinance/map, what has been the reaction of <br />the courts to flood plain regulations, and what measures can be taken to <br />supplement the regulatory approach in solving a community's flood problems. <br />We will provide a one-hour session in the afternoon to discuss specific <br />community issues, so please feel free to bring along community maps, <br />development proposals, or pending conditional use permit/variance applications. <br /> A wide variety of local officials including planning, zoning, and eng!neering <br /> staff, building inspectors, attorneys, and members of a planning commission, <br /> boards of adjustment and appeals, or city council will benefit from <br /> attendance. We welcome and encourage participation by representatives of <br /> these groups. <br /> <br /> A pre-registration form will not be required, nor will there be a registration <br /> fee.
