Ramsey, MN 55303 Dear Mayor Gamec: FLOOD PLAIN MANAGEMENT ADMINISTRATIVE WORKSHOP The Department of Natural Resources has received a grant from the Federal Emergency Management Agency to conduct training workshops for Minnesota communities that are presently enforcing flood plain management regulations.- These communities are enrolled in the Regular Phase of the National Flood Insurance Program. The session for local officials in your area is scheduled for June 23, 1981 at 9:00 a.m.-4:00 p.m. (lunch not provided, cafeteria available) in the Minnesota Department of Transportation Training Center, 1900 West County Road I, Arden Hills, Minnesota. The workshop will address the problems confronting community officials in the administration of their flood plain management programs. We will discuss the following topics: how to use the data and flood plain maps contained within a Flood Insurance Study, how to assess a conditional/special use permit, what are the grounds for issuing or denying a variance, what procedures must be followed to amend a flood plain ordinance/map, what has been the reaction of the courts to flood plain regulations, and what measures can be taken to supplement the regulatory approach in solving a community's flood problems. We will provide a one-hour session in the afternoon to discuss specific community issues, so please feel free to bring along community maps, development proposals, or pending conditional use permit/variance applications. A wide variety of local officials including planning, zoning, and eng!neering staff, building inspectors, attorneys, and members of a planning commission, boards of adjustment and appeals, or city council will benefit from attendance. We welcome and encourage participation by representatives of these groups. A pre-registration form will not be required, nor will there be a registration fee. We would appreciate it, if those who plan to attend would either call this office at (296-9225) or return the enclosed post card by June 17, 1981.
