Clawson <br />District 19A <br />Chisago-Anoka-lsantl Counties <br />Committees: <br />Criminal Justice <br /> Juvenile Justice Subcommittee <br />Governmental Operations <br /> Governmental Administration <br /> Subcommittee, Vice Chairman <br />Health and Welfare <br /> Departmental Affairs Subcommittee, <br /> Chairman <br />Local and Urban Affairs <br /> Governmental Structures Subcommlttee <br /> Physical Development Subcommittee <br /> <br />Legislative Advisor, <br /> Minnesota-Wisconsin Boundary Commission <br /> <br />MEMORANDUM <br /> <br />TO: Representative Steve Novay <br />FROM: Representative John Clawso~ <br />RE: Local Government Aids <br /> <br />June 18, 1981 <br /> <br />m'o' <br /> <br />You undoubtedly saw the attached editorial from the June 14 Pioneer Press. <br />I sense that you and I are in some agreement that the current local government aid <br />formula works inequity among and between the various categories of cities in this <br />state. <br />And you'll recall my bill, H.F. 1285, which proposed a reworking of the formula with <br />some modicum of equity in distribution as its goal. <br />Now that a biennial tax policy has been set, a levy limitation policy established <br />and a more-or-less definite appropriation made of dollars for the formula it would <br />seem to me that now, absent all the political pressures of the past five months, <br />would be the ideal time to begin work on tracking the expenditures of those dollars, <br />investigating the complaints of the smaller cities about distribution inequities, <br />hearing proposals for change and, in general, weighing the .arguments for and against <br />change in the local government aid distribution. <br />I look forward to working with you, your subcommitteeand the League of Cities on <br />this matter. I strongly urge that we begin work soon, for this request is no small <br />one and will require considerable time and energy. <br />The issues, as you well know, are terribly vital ones for all our cities, as we <br />enter Mr. Reagan's era of a "New Beginning".
