D-2 ADDENDUM TO COUNCIL OLD BUSINESS Cyl9: CITY OF RAMSEY VERSUS STATE OF ~INNESOTA REGARDING STATE AID: Enclosure (D2-o) contains Mr. Paul Pond's letter dated June 18, 1981 regarding the City's proposed legal action against the State of Minnesota in regards to the law governoring State Local Aids to Cities Law. Mr. Pond states that in his firm's opinion, after legal research, we don't have a case. Comments: It is hard to believe that the law can be so blase/ unfair and there is nothing one can do really about it except to exercise different approaches. In view of the contents contained in enclosure (D2-a), the City of Rsmsey can not afford to drop their pursuit in getting this law changed. Consequently, I would recommend the following to the Council. a. Metro Council.- I frankly think the Metro Council should be involved in this effort as we are in getting some equality in the Local Govt Aid Law. I think now Jim Barton's office understands our plight after preparing enclosure (D2-a). Consequently, I think the Council should meet with Mr. Weaver about this issue. b. Direct Approach - Also continue with our legislative approach as we have in the past years. Council Action: Your action will be as follows: 1. Note the letter dated June 18, 1981 from the Reed Pond Law Firm. 2. Authorize payment of the bill in the amount of $410.00. CASE 20: GILBERTSON REGARDING GUY'S TRUCKING: Councilmember Van Wagner states she is setting up a meeting with ~lbert~on and Guy's Trucking and herself to get this problem resolved if it is possible. She will go over this with Council if she has more to add. CASE 21: DNRREGARDING 60 DAY SCENIC RIVER ORDINANCE NOTICE: Enclosure (D2-p) contains letter dated June l, 1981 from Mr. Stine of DNR. His letter contains the alternative actions that are available to the City of Ramsey. In view of the fact that our problem lies in the zoning of lot size, we will probably have to settle for the same lot size as St. Francis and Anoka County.
