Because of its Structure and nitrogen content, <br />sewage sludge is a potentially beneficial soil conditioner and <br />fertilizer when spread on land. When the application rate of Sewage <br />sludge is controlled by the nitrogen content on a long-term basis and <br />no hazardous substances are present, landspreadlng represents use of <br />sludge as a byproduct. In such cases· it may be cOntended that <br />sewage sludge is no longer a solid waste, but rather a fertilizer. <br /> <br />Objectives <br /> <br /> 6a. Minimize the potential for environmental degradation from <br /> disposal-oriented solid and hazardous waste management practices; <br /> and <br /> <br />6b. Reduce the Region's dependence on sanitary landfills. <br /> <br />Policies <br /> <br /> 6a. Landfilling and Storage should be considered only after it has <br /> been determined that other (SOLID) waste management practices are <br /> not feasible. <br /> <br /> 6b. Decisions about land disposal should be based ~n the findin~ t <br /> the waste and its constituents will not Signiflcantly threa~ <br /> the environment; en <br /> 6c. Waste that cannot be treated to eliminate hazardous properties <br /> should be reduced to the smallest practical volumes and properly <br /> Stored. The waste facility's storage system should be <br /> constructed to prevent failure or dispersion into the environment <br /> for a specific period, thus assuring safekeeping. <br /> <br />6d. Solid waste that may damage the environment should be treated to <br /> make it harmless before land disposal.
