44 <br /> <br />County tree Waste Management Plans <br /> <br />Eac____hh o__f the metropolitan counties has a Council-approved tree waste <br />management plan. These plans identify and describe facili--~s and <br />management programs for utilizing and disposing of the tree waste <br />that i__s generated in the respective counties. The Council reviews <br />permit application~-for proposed tree waste fac~-~t~ consis- <br />tenc~.with these plans and adoDte~ Coun--~Dolicv. a= , ........ <br /> · . .--~=~. ~ _ ___ = ~ ~ ~=oo~ the <br />Council will require modification of the county plan~ to maintain an <br />efficient tree waste management .system. <br /> <br />Objectives <br /> <br />Sa. Meet the Region's short-term wood waste disposal needs in an <br /> environmentally and economically acceptable manner. <br /> <br />Bb. Conserve sanitary landfill capacity for municipal solid <br /> waste. <br /> <br />8c. Recover and use wood fiber resources (FROM DISEASED SHADE <br /> TREES). <br /> <br />Sd. Facilitate the orderly development o__f ~ tree waste <br /> management system. <br /> <br />Se. Reduce open burning nuisance and air quality problems. <br /> <br />Policies <br /> <br />Sa. <br /> <br />Open burning permit applications should not be approved <br />the applicant's tree waste disposal needs can be met <br />efficiently and economically by an existing wood fiber <br />resource recovery facility. <br /> <br />if <br /> <br />Bb. <br /> <br />When open burning and wood resource recovery approaches <br />are not feasible, development of special tree waste <br />landfills shall be investigated before sanitary landfills <br />are used for (DISEASED) tree disposal. Sanitary landfills <br />shall not be used for (DISEASED) tree waste disposal if at <br />all possible. <br /> <br />8C. <br /> <br />Open burning of tree waste is discouraged in the <br />Metropolitan Urban Service Area unless conducted along with <br />wood fiber resource recovery. <br /> <br />Sd. <br /> <br />Each metropolitan county shall identify appropriate tree <br />waste management techniques and facilities to dispose of <br />and/or use the tree waste generated in the county. The tree <br />waste element of the solid and hazardous waste master plan <br />shall be submitted to the Council by July 1, 1979. <br /> <br /> <br />
