The two largest treatment <br />plants in the metropolitan system, the Seneca Plant in Eagan and the <br />Metropolitan Wastewater Treatment Plant--~n St. Paul, together inciner- <br />ate about 90 percent of the sewage's--~-~g~ 'pro-o---~uce-e--~_~ the trea~-~ <br />plants ~-~ the metropo~-~t~-~-system. Incinerator ash from the Metro <br />Plant is presently land-spread at the site of the old closed St. Paul <br />la-~i~ near the Metro Plant. Seneca Plant ash is spread on land <br />adjacent to the plant site. Grit and screenings from all metropoli- <br />tan plants are presently landfilled at the neares~ ~nitary landfills. <br /> <br />Planning for Future Needs <br /> <br />A__s part of the MWCC's 201 Facility Planning Program, the processing <br />and disposal of all wastewater residual solids have been evaluated on <br />_a ~lant_ __and regional, basis. Table 4 ident~s' the qu-~tities of <br />grit, screenings and Fudge produced by each plant in 1980 and esti- <br />mates the expected production over a 20-year period. The Council <br />generally reviews the wastewater residual solids management program <br />of the MWCC and approves management systems to implement the pro- <br />gram. However, the Waste Management Act (Minn. Statutes 473.152 <br />Subd% 2) transferred the authority ~q selec~ fin~-f ~ sites for <br />resldu~ solids from the MWCC to the Council. ~'July 1__~9~, ~h~ <br />Council must select three candidate sites each for sludge and ash <br />disposal. In the selection process, no land is excluded from con- <br />sideration unlessdeclared intrinsically' ' ' -- -- ~'unsu~table .... by the ---=~ --M~nnesota <br />Pollution Control Agency. <br /> <br />Once candidate sites are selected, a moratorium is imposed on further <br />development wit~-~-6 6he site and b~ffer zone. Thereafter,. the MWCC can acquire <br />and develop the sites as needed. <br /> <br />Any waste facility owned or operated for or by the MWCC must conform <br />t__o.thi._~_~s plan..
