Criteria for Discretionary Awards
' ~he proposed changes to the 1-950-8! guidelines will
help clarify the award criteria for discretionary fund
awards and avoid lengthy debate over priorities and
award amounts from thls relatively small fund. The
purpose of the fund was to provide additional
1980-81_ grant money to those local un'its that have
little or no 1980-81 preallocated funds. For 1980-81,
the formula preallocatlons could not exceed 7!
percent of the work program cost contained in
the grant agreement between the local unit and the
Council, or duplicate other sources of funding. The
actual costs may exceed estimated costs, and local
units should not be penalized for having made
conservative cost estimates. The proposed discretion-
dry fund guidelines give such communities the first
priority to be awarded discretionary funds up to the
amount that would have been preallocated to them
without the limitations.
