Bolger has asked me to respond <br />to your letter of ~arch 31, requesting a separate ZIP Code <br />for the Ramsey Branch of the Anoka Post Office. <br /> <br />The ZIP Code system was developed as an operational tool to <br />facilitate mail processing and delivery activities in the <br />face of growing mail volumes. Since inception of the system, <br />established community boundaries frequently have coincided <br />with mail processing requirements. In these cases, ZIP <br />Codes have been assigned accordingly. However, mail distri- <br />bution, transportation, and delivery requirements together <br />with topographical considerations in certain areas make the <br />assignment of individual ZIP Codes to every established <br />community impracticable. : <br /> <br />The assignment of a separate ZIP Code for the Ramsey Branch <br />would achieve no service or operating improvements.
