#79-19. He stated that the City has received a letter from Plowshare Development, and he <br />reviewed those concerns. <br /> <br />Community Development Director Trudgeon stated that concerning Subsection 5, no <br />development shall be permitted on land having slope before alteration in excess of 12%, that is <br />set by the DNR. He indicated that he does not know if Staff is in a better position to determine <br />what is a steep slope. <br /> <br />Community Development Director Trudgeon advised that concerning Subsection 5.e, that all lift <br />stations must be privately maintained and operated by those serviced by the station, he believes <br />that was clarified today in his discussion with Plowshare. <br /> <br />Nathan Franzen, Plowshare Development stated that he would prefer if it clarified private lift <br />stations. <br /> <br />Vice Chairperson Johnson agreed that the word 'private' could be added. He asked what <br />Plowshare would propose on the slopes. <br /> <br />Mr. Franzen indicated that in other areas where Plowshare has developed they have seen an 18% <br />to 30% range. He stated that 12% is a typical driveway slope, and they feel it is too restrictive. <br /> <br />Community Development Director Trndgeon stated that perhaps that slope is not used in other <br />cities, but there are not a lot of cities with frontage on the Mississippi River. <br /> <br />Vice Chairperson Johnson noted that if the language said 'except along fight-of-ways', it would <br />help. <br /> <br />Community Development Director Trudgeon added that any changes will need review by the <br />DNR. <br /> <br />Vice Chairperson Johnson suggested that they recommend 12% slopes for r/parian lots, and 18% <br />for non-riparian lots, and see if the DNR will approve it. <br /> <br />Community Development Director Trudgeon stated that he would like to keep the language that <br />ail plats must be submitted as a PUD. <br /> <br />Mr. Franzen stated he is not opposed to that language, they were just looking for clarification. <br /> <br />Community Development Director Trndgeon stated on the definition of open space, the City does <br />not have a solid definition. He mad what is written in the Comprehensive Plan concerning open <br /> <br />space. <br /> <br />Mr. Franzen stated that his question with regard to open space is that 50% public open space is a <br />big burden to put on any property.
