Case #7: <br /> <br />Consider Authorization to Approve Housing Tax Increment Financing <br />Special Legislation for Crestview Community Senior Housing <br /> <br />City Administrator Norman stated Crestview Community Senior Housing was successful in <br />receiving special legislation during a special session of the Minnesota State Legislature 2005 <br />legislative session. The legislation pertains to the property within the Town Center that <br />Crestview Community Senior Housing has under its control and is planning to build a senior <br />housing camp~4s on the site. The Crestview Community Senior Housing project will require T.a~ <br />Increment Financing (TIF) to go forward with the project and the Town Center acreage ~s <br />currently designated as a "Greenfield" under Minnesota Tax Code. Greenfield designation <br />means that the property is not eligible for TIF until five years following the initiation of <br />development of the subject property. The special legislation that Crestview Community Senior <br />Housing is able to receive allows the TIF to go forward. A resolution has been prepared for <br />consideration that would authorize the City to create a Housing Tax Increment Financing <br />District. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Jeffrey, to adopt Resolution <br />#06-02-044 that would accept special legislation to create a Housing Tax Increment Financing <br />District. <br /> <br /> Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Jeffrey, Cook, Elvig, and <br /> Pearson. Voting No: None. Absent: Councilmember Strommen. <br /> <br /> Further discussion: Shirley Barnes, CEO of Crestview Community Senior Housing, stated <br /> Crestview Community Senior Housing is looking forward to coming to the City of Ramsey and <br /> Ramsey Town Center. The sales office is set up and Crestview will be appearing before the <br /> Council again soon with more details. She explained Crestview Community Senior Housing will <br /> offer sen/or housing, which will be of an independent nature. They will also offer services for <br /> people that need them, as assisted living and as memory care assistance. There will be a spa type <br /> facility for residents of the center, as well as for people from the general community. <br /> Participants of the Ramsey Senior Center have voted to have their center located at Crestview. <br /> Councilmember Olson asked if the sales office is currently open. Ms. Barnes replied the pro- <br /> forma is being finalized and the sales office will open soon. John LeTourneau, Director of Sales <br /> for the Ramsey Location of Crestview Community Senior Housing, stated the sales office is <br /> located on the Ramsey Town Center site on the comer of Sunwood Drive and Ramsey <br /> Boulevard. <br /> <br /> Case #8: Request for a Conditional Use Permit for a Self-Supporting Lattice-Style <br /> Communications Tower; Case of Anoka County <br /> <br />Mayor Gamec noted this communications tower was discussed at a work session and by the <br />Planning Commission.
