The <br />sketch plan consists of one (I) sheet dated February 17, 2006, preparer unknown. We offer the <br />following comments: <br /> <br />General: The subject property is approximately 1.1 acres in size and is located on the east <br />side of Ebony Street N.W., south of Riverdale Drive N.W. and the Superbowl facility. <br />The sketch plan is proposing to develop 2 4-unit towrahome structures on the property. In <br />addition to the platting process, the townhomes w/Il be subject to a Site Plan review for <br />all other aspects of the proposal including but not limited to architectural standards, off- <br />street parking, structure setbacks, and landscaping. The results of the plat and site plan <br />review may impact the actual number oftownhomes to be developed on the property. <br /> <br />Zoning: The property is currently zoned B~2 Business; multi-family residential dwellings <br />are not a permitted use in this district. To develop the property with townhomes will <br />require an amendment to the Comprehensive Plan to change the land use from Places to <br />Shop to Medium Density Residential. If approved, the amendment to the Comprehensive <br />Plan would be followed up with a rezoning of the property to Planned Unit Development, <br />in accordance with the Mississippi Overlay District regulations described below. <br /> <br />Mississippi River Overlay District. The property is located in the Mississippi River <br />Overlay District. The City is in the process of updating the regulations in accordance <br />with State rules. The proposed ordinance is scheduled for adoption in April. All <br />developments projects in this District that include platting the property are required to <br />submit a Site Development Plan. Hov(ever, all multi-family developments are subject to <br />the City's general Site Plan requirement and that Site Plan will satisfid the Site <br />Development Plan requirement in the Overlay District. Preparation of the Site Plan <br />should include required information listed in 9.03.08 (Site Plan) of City Code, in addition <br />to any application information listed in the Overlay District re~w. dations. The District <br />requirements state that the project shall be develpped as a Planned Unit Development, <br /> <br />41 <br /> <br /> <br />
