instituted prior to site work. Development shall be accomplished so as <br />to minimize the need for tree removal and subsequent damage and/or <br />removal of understory and litter. The applicant is required to submit a tree <br />inventory and preservation plan as outlined in Section 9.24 (Tree <br />Preservation). The applicant shall also demonstrate that ali grading which <br />takes place will be conducted in a manner that preserves the root zone <br />aeration and stability of existing trees and provides an adequate watering <br />area equal to at least the critical root zone of each tree. <br /> <br />The grades of any streets shall not exceed 10 percent. <br /> <br />The use of constructed drainage devices such as culverts, pipes, and holding <br />ponds for stonuwater management shall be minimized to the degree possible. <br />Natural green infrastructure systems and other innovative methods for <br />stormwater management are preferred in site design and system or regional <br />surface water approaches. <br /> <br />The applicant shall demonstrate that the types and densities of land use proposed <br />shall be suited to the site and soil conditions and shall not present a threat to the <br />maintenance of the groundwater quality, a potential increase in maintenance cost <br />of utilities, parking areas or roads and shall not be subject to problems due to soil <br />limitations, including but not limited to, soil bearing strength, shrink/swell <br />potential and excessive fi'ost movement. <br /> <br />The quality of water runoffand water infiltrated to the water table or aquifer shall <br />be improved through the implementation of techniques described in this section <br />and others that may become available. <br /> <br />The proposed development, both vehicular and pedestrian, shall be adequate and <br />consistent with local transportation and thoroughfare planning. <br /> <br />The proposed development shall not lessen public access to and along the river <br />bank, nor does it lessen public opportunity to view the river from within the <br />corridor. <br /> <br />Adequate parking facilities shall be provided to service the proposed <br />development. The construction of said parking facilities shall be consistent with <br />the character of the river corridor, screened from river view by natural vegetation <br />and not in excess of that reasonably foreseen to be required by the development <br />proposal. Said parking facilities shall also meet the minimum requirements of <br />the Ramsey Zoning Ordinance related thereto including structure setbacks from <br />the OHWL and bluffs. <br /> <br />The conduct of all grading, landscaping, structure placement and street routing <br />shall be consistent with and to the maximum extent in furtherance of the goals <br />and policies for the development of the river corridor set forth in the Mississippi <br />River Critical Area Corridor/MNRRA Plan. <br /> <br />The use of Best Management Practices (BMPs) as guided by professionally <br />accepted publications from the Minnesota Pollution Control Agency for water <br /> <br />-12- <br /> <br /> <br />
