Community Development Director Trudgeon indicated he agrees that the notification procedure <br />could be reviewed. However, he takes a little offense to the statement that something sneaky is <br />going on. These notification concerns are due to a series of mistakes; this is a routine easement <br />vacation. He has acknowledged staff has made mistakes; they are ready to correct that and <br />should head in that direction. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />The public hearing was closed at 7:18 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:18 p.m. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to repost and re-notify the <br />public hearing for the request for vacation of easement in the proposed plat of Brookfield First <br />Addition; Case of Oakwood Land Development to a future public hearing. <br /> <br />Further discussion: Community Development Director Trudgeon indicated the March 28th <br />Council meeting should be fine to hold the public hearing. He will make sure each individual <br />landowner is fully aware when the public hearing will be held. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Further discussion: Councilmember Elvig indicated he has been hearing comments relating to <br />notification. The topic came up in relation to the cluster developments, and there were 13 <br />meetings held regarding those developments. He has heard the comments from some diligent <br />people that are not the type to toss out that type of information, but he also thinks staff does a <br />good job of getting the information out. He requested the notification procedure be discussed at <br />a work session. He requested in the interim the Council be copied in on notification lists. Mayor <br />Gamec indicated he received calls from three people that said they were not notified; however, <br />there were not any notifications returned to City Hall. He noted one problem could be due to <br />notices addressed to houses that are under contract-for-deed or with a certain type of mortgage <br />going to the mortgage company instead of the homeowner. Community Development Director <br />Trudgeon indicated the notification mailing list will be included in the Council's report. <br />Councilmember Jeffrey conunented he feels bad that some residents feel some things are being <br />done in a sneaky and underhanded way; he feels comfortable with what staff has done regarding <br />this notification. <br /> <br />City Council / March 14, 2006 <br />Page 5 of 25 <br /> <br /> <br />
