family homes, and inquired if the developer considered bungalow style homes instead of <br />attached townhomes. <br /> <br />Jeffrey Litlin, Skyline Pointe, replied a transition area was envisioned in accordance with the <br />neighbors' comments and the Comprehensive Plan. He explained the recoup on investment <br />would be more difficult without the townhomes. <br /> <br />Larry Hillard, Skyline Pointe, stated the bungalows and attached townhomes are looked at in <br />relation to different lifecycles; not everyone is a bungalow buyer. The detached townhomes <br />would attract the largest segment of the purchasing market, which are single women. <br /> <br />Councilmember Cook stated Pulte Homes brought forward a similar plan for the Village of <br />Sunfish Lakes and the neighborhood did not want multi-family-housing. It would likely have <br />been better for the City to proceed with the first plan that was presented for that area. <br /> <br />Councilmember Elvig stressed that traffic is a major concern and he would not be in agreement <br />with the single temporary access. He suggested an open area on the right of the boulevard, as is <br />included on the left of the boulevard, with the townhouses in the area to the right of the <br />boulevard changed to cottage homes. <br /> <br />Community Development Director Trudgeon explained a development like this would be a PUD, <br />and would require a Comprehensive Plan amendment. A Comprehensive Plan amendment <br />requires a variety of things, including a traffic impact study. His understanding of the Council's <br />comments is that it will be difficult to make this plan work with the single access. Also, <br />townhomes are more agreeable as the development progresses northward away from the existing <br />residents. In addition, there should be sensitivity to the massing of the townhomes, especially <br />around the edges. <br /> <br />Mayor Gamec suggested staffdetermine if an access could be included on the back portion of the <br />development where the bend in the road is located onto Alpine Drive. <br /> <br />Councilmember Elvig noted if the property to the north were to be acquired it would provide the <br />opportunity to adjust the angle of Alpine Drive. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />None <br /> <br />ADJOURNMENT <br /> <br />The Work Session of the City Council was adjourned at 6:58 p.m. <br /> <br />Respectfully submitted, <br /> <br />City Council Work Session / March 14, 2006 <br /> Page 3 of 4 <br /> <br /> <br />
