Moe <br />Chairman, Senate Governmental <br /> Operations Committee <br />309 Capitol <br />St. Paul, MN 55155 <br /> <br />RE: Alleged violation of the Minnesota PERA Board <br /> <br />Dear Senator Moe: <br />As Mayor of the City of Ramsey, I am very concerned about what is happening <br />at the Public Employment Retirement Association in regards to the method <br />that has been used by that Board to appoint a Director. Further, I am <br />concerned about the possible violation of the open meeting law. <br />In view of all I have read about this issue, it appears to me that there are <br />very few checks and balances watchin~I over the management of this very <br />large employee pension fund. <br /> <br /> Consequently, I feel that the following should be accomplished as soon as <br /> possible to correct a possible set'ions situation: <br /> a) Recommend that the present interim Director be relieved of bis duties <br /> and a new interim Director be appointed until a permanent Director can be <br /> hired after going through the proper hiring process. I also strongly urge that <br /> a reputable Executive Search consultant be engaged to assist in the hiring <br /> of the new Director for PERA. Furtber~ I do not believe that the present <br /> Board members should have any input into the hiring of a new interim Director <br /> or the new permanent D{rector until their alleged problems are resolved. <br /> b) Recommend that the House Subcommittee on Pensions and Investments <br /> and the Senate Governmental Operations Committee hold joint bearings to <br /> investigate the alleged h-regularities and initiate proper legislation so that <br /> this situation does not reoccur. <br /> <br /> c) Recommend that the Attorney General's Office investigate the alleged <br /> violation of the PERA Board members in the conducting of their official <br /> duties. <br /> d) Recommend that the Legislative Auditor audit the PERA funds for <br /> any irregularities. <br /> <br /> <br />
