("Petitioner"). Petitioner seeks a declaration <br />pursuant to SS 76.5(k) and 76.54 that KXLI-TV, Channel 41, <br />St. Cloud, Minnesota is significantly viewed in Anoka, <br /> <br />Hennepin, Ramsey, and Washington Counties, Minnesota. <br /> Petitioner's effort to demonstrate that KXLI-TV <br /> <br />is significantly viewed in these counties is supported <br />solely by professional audience surveys conducted by Arbitron <br />in May, July, and November 1983, and February 1984.
