Councilmember Van ~agner introduced the fo]lowing resolution and <br />Irovefl for its a~ol~ion: <br /> <br />RESCI~JTIC~ 184-223 <br /> <br />RESOLUTION REITERATING ~E CITY'S POSITION OF SEPTEMBER 10, 1984 <br />GIVING PRELIltlI~R¥ APPI~OVAL FOR HJlt RIVER BTT.1.~ P.U.D. <br /> <br /> ~EPIRS, base~ on finfings of fact, the Ra~ey City Council approved <br />of a density of ! unit per 8 acres for the R~ River Bills P.U.D. on Rugust 23° <br />1983 for a Wtal of 20 single f~ily residences; and <br /> <br /> ~, the developer for R~ River Bills l~v is requesting a change <br />in density fro~ 1 unit per 8 acres to 1 unit per 6.9 acres which allo~s for the <br />acldition of 3 residential units. ~he developer is justifying this increase for <br />the following reasons: <br /> <br />1) Be is reducing his rural ~a,ercial area by 3 acres. <br />2) Be is increasing the public area with the addition of a <br /> driving range. <br /> <br /> ~BRE~, the developer for R~ River Bills PUD is reducing the high <br />commercial use of land to a high recreational use for ~hich the land is suited; <br /> <br /> ~2E~S, the Comcil hereby feels that the o0nfiguration of the ~ is <br />uniqoe in that t. he parcel encompasses ~any types of terrain. Consequently, the <br />developer has enhance~ the best use of this lar~ ar~ ~ain~ainefl the integrity o[ <br />the rural density by mixing recreational passive uses with residential uses. <br />Consequently, this development does not co~pro~ise the intent of the <br />C~prehensive Plan an8 is in the best intsrests o~ the citizens o~ Rar~sey~ and <br /> <br /> III~ERE~, the l~'usey City Council feels that d~e to land availability <br />and nost-effectiveness, this develot~ent will be unique; and <br /> <br /> ~, the Ra~sey City Council supgorts this develol~ent due to the <br />unique ct~aractsr as it is the only parcel that will lend itself to both passive <br />use (9olf course) and residential use and be fiscally sound enough to be devel- <br />oped by the p~ivate sector and still maintain public use (in lieu of private <br />use). ~his develol~-nt is in keeping with the quality develol~r~_nt the citizens <br />of Ra~ey d~and fro~ the City; and <br /> <br /> ~ep4~S, the Ramsey City Council feels that the intent of the PUD is <br />to enoourage innovative use of lan8 in keeping with the Ra~sey Comprehensive <br />Plan and the ~etro Guide Plan and will note that the rationale for approval of <br />this ~uD will in no way o0~pro~ise the City's position of one residential unit <br />per 10 acres, <br /> <br />N~ 'mFS:FORE, BE IT RESCX,VED BY ,me.
