Rollino Green Addition: Case Of <br /> <br />Ms. Voit was present. <br />Motion by Cor~issioner Deemer and seconded by Co~,,~,issioner LaDue to <br />reoor~nend that City Oouncil approve a metes and bounds diagonal subdivision <br />of Outiot A in Rolling Green Addition, creating t~o buildable residential <br />lots, providing that the developer meets provisions of Resolution ~82-5, <br />Item 3.a, including a new perk test rather than soil borings to prove <br />the soil is capable of handling septic systems. <br /> Further Discussion: Co~iseioner ~endriksen suggested that the motion <br /> inclnde Item 3.b of Resolution ~82-5 regarding easements being provided as <br /> determined by City Engineer. <br /> C(m~issioner Deemer ~nended the motion to include Item 3.b of Resolution <br /> ~82-5. <br /> <br /> Commissioner LaDue seconded the mendment to the motion. <br /> Motion carried. Voting Yes: Chairman Peterson, Con~issioners LaDue, <br /> Deemer and l~endriksen. Voting No: None. Absent: Con~issioners Kennen, <br /> Zinmerman and Johnson. <br /> <br />~ Discussion On Recodifvin~ Of Ordinance: <br />Anne Norris provided C~,~,ission with copies of Exhibit 'A', recodification <br />of ordinances completed thus far. Ms. Norris stated that she has met with <br />City Attorney Goodrich and he stated that the C~,,,ission should review <br />exhibit 'A' and set up work sessions for the purpose of reviewing Exhibit <br />'A' only. <br /> <br />Roy Sh~way - 7530 163rd Lane NW - Stated that he is a me~ber of the <br />Minnesota Trail Riders Association and President of the Ramsey Rangers <br />Saddle Club. Mr. Sh~m~ay stated that it has come to their attention that <br />the City is in the process of recodifyin9 and there is some concern that <br />ordinances could seriously impact horsemanship and other rural interests <br />within the City. Mr. Sh~way presented copies of regulations regarding the <br />keeping of horses that was originally developed in the Boston area and <br />stated that the regulations would be a good model for Ramsey to follow. <br /> Ms. Norris stated that there is an Urban Area in Ramsey that must also be <br /> addressed in the ordinance and this particular section being discussed <br /> deals with land use; keeping of animals is dealt with in another section of <br /> City Code. <br /> <br /> Commissioner l~endriksen noted that at the Co~mission's last meeting, <br /> fencing types was discussed as a way of requiring horse owners to apply for <br /> conditional use permits and this does impact horse owners. <br /> Mr. ShLm~way stated that a persons private use of his/her own property <br /> should not be curtailed or ceased because of surrounding new develoI~ent. <br /> <br />Page 2 of 3 <br /> <br /> <br />
