I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> <br />Absent: Commissioners $chmidt and Schneider. <br />~1~ ~¥ailabilitv Of 312 Rehabilitation Loan Funds: <br />(k~rnission noted letter from Anoka County dated October 31, 1984 regarding <br />the availability of Rehabilitation Loan Funds FY1985. <br />Ms. Norris stated that these funds are intended for ccu,u~rcial and <br />residential structure rehabilitation. <br /> Mr. Schnelle stated that properties along t{wy. 10 may qualify for this type <br /> of loan. <br /> <br /> ~ h__ppoint 3 EDC Me~bers to Meet with hnoka ~DC To Discuss <br /> <br /> Cor~ission consensus was to appoint Chairman Greenberg and Commissioners <br /> Vevea, Wagner and Fults to meet with Anoka EI)C to discuss traffic concerns. <br /> Ommission consensus was that County Commissioner Baas and Councilm~rber A1 <br /> Sorteberg be invited to this meeting bet~een Anoka and Remsey EDC's. <br /> It was also suggested that these traffic concerns be brought to the <br /> attention of the State legislators. <br /> <br />~ City Administrator's Undate: <br /> <br />Mr. Schnelle stated that S~f is working on the 5 year Capital Improvement <br />Plan; there will be a public bearing regarding same; and it will be on <br />Council's December agenda for adoption. Mr. Schnelle stated that if this <br />fDC (lm~ission has any projects in mind for the next 5 years that would <br />involve a cost to the City, they should be brought to Staff's attention for <br />inclusion in the plan. ~his Capital Improvement Plan will be updated <br />annually o <br /> <br />Mr. Schnelle stated that property owners along Hwy. 10 say their facilities <br />are not worth anything and they are too costly to repair; suggested that <br />low interest loans could be made to these property owners by utilizing <br />Rehabilitation Funds that are available. <br /> <br /> Go.missioner COx suggested that letter be issued to property owners along <br /> Bwy. 10 informing them of these Rehabilitation Funds and see what kind of <br /> response there is. <br /> <br /> Cu,,,~,issioner Fults inquired if there are any tax write-offs or shelters <br /> available to developers investing in buildings that need rehabilitation. <br /> <br />Ms. Norris stated she would check into it. <br /> <br />Mr. Schnelle stated that if the County can't get government grants, they <br />will consider bonding for the Ru~ River Bridge Crossing. <br /> <br />(km~issioner Cox stated that bonding oould have a b~o sided affect; it <br />would stimulate activity that will generate more taxes and income for those <br /> <br />Page 5 of 6 <br /> <br /> <br />
