QUAD CITIES CABLE COMMUNICATIONS COMMISSION <br /> <br /> October 18, 1984 <br /> <br />The regular meeting of the Quad Cities Cable Commission was called to order at <br />Anoka City Hall by Chair Dan Hartman at 5:05 p.m. Members present were: Don <br />Jacobson, Don Melrose, Jerry Dulgar, John Beissel and Gary Reimann. Members <br />absent: Pat Lindquist and Dean Rick. Group W staff present were: Mary Jane <br />Thompson, Terry Lovaas, Tom Sharrad, Norm Gaudreau, Reno Bascaleo and Cheryl <br />Wollershelm. Commission staff present: Tom Creighton and Terry O'Connell. <br />Mr. Dulgar moved to approve the minutes from the Sept. 5 meeting as written. <br />Don Melrose seconded the motion. All voted in favor. Motion carried. <br /> Don Jacobson moved to approve payment of the bills. Gary Reimann seconded. All <br /> voted in favor. Motion carried. The bills approved were: City of Anoka - $93.44; <br /> Cardiff Publishing Co. - $27.00. <br /> Mrs. Katheryn Berg spoke before the Commission concerning the incident that occurred <br /> at her home. She said that she had come to the meeting because the Commission was <br /> going to discuss this incident and she wished to see what action would be taken. <br /> In response, Mary Jane Thompson referred to copies of letters and memos in the <br /> packet she distributed. One was a memo to employees reinforcing company proce- <br /> dures and the letter was to the answering service placing them on notice and <br /> giving them a schedule of which dates specific supervisors would be on~call. <br /> Ms. Thompson asked the Commission if Group W could add the Cable Music Channel <br /> starting Oct. 26th. This is a Tier II service that has middle of the road music <br /> and is on 24 hours a day. Mr. Melrose moved to have Terry O'£onnell write a <br /> letter to Group W informing them that the Commission was aware that they would <br /> be adding this new channel. Gary Reimann seconded this motion. Mr. Jacobson <br /> felt more time should be taken to consider this. Misters Hartman, Reimann, <br /> Beissel, Dulgar and Melrose voted in favor. Mr. Jacobson voted against. Motion <br /> carried. <br /> <br /> Ms. Thompson reported on current marketing efforts, subscriber statistics. She <br /> referred to her letter to Mr. O'Connell asking for his assistance with the Quad <br /> Cities communities in finding out what construction projects might be planned <br /> for 1985. Ms. Thompson asked the Commission for approval of a $5.00 trip charge <br /> for scheduled non-pay disconnects and a $5.00 charge for NSF checks. She is also <br /> asking for a $30.00 service charge for non-cable related problems. Mr. Hartman <br /> remarked that he would like a policy laid out on how and when these charges would <br /> be applied. Mr. Jacobson questioned whether these charges were allowed under the <br /> franchise and felt that more research should be done on these items first. Mr. <br /> Dulgar moved to approve a $10.00 "Change of Service" that applies only to up- <br /> grades, downgrades and switches of a premium pay service and to refer the other <br /> charges back to Terry 01Connell for further research. AS clarified in Ms. <br /> Thompson's Sept. 14th letter to Mr. Creighton, this $10.00 "Change of Service" <br /> fee will not apply to an additional outlet, FM or remote upgrade or downgrade. <br /> John Beissel seconded Mr. Dulgar's motion. All voted in favor. Motion carried. <br /> Construction on the Kangaroo Court area is scheduled to start October 22, 1984. <br /> Mr. Belssel requested that a letter be sent to those residents that they still <br /> qualify for free installation. Mr. O'Connell asked Mr. Reimann whether now that <br /> the Kangaroo Court issue has been settled the Ramsey City Council would pass the <br /> <br /> <br />
