CASE #3

RECOMMEND PARK NAMES FOR RAMSEY TOWN CENTER PARKS
By: Leonard Linton, Civil Engineer

Background:

The Park and Recreation Commission reviewed a request last year to name the drive into
Elmcrest Park in honor of volunteers in the community. This request generated a larger
discussion on naming policies. The topic was recommended for a work session, it has not
been discussed. The completion of the Municipal Center, housing units and the operation
of the PACT Charter school are driving the need for park names. Names for the parks
will be forwarded to the City Council for review and approval. The naming policy
discussion may move to the foreground as a resplt of this action.

The Ramsey Town Center Parks have generally been referred to by geographic location,
each park will be discussed.

A map of the project is attached for reference with (F) after the name corresponding to
the map.

East Park (F) is located in the eastern half of the site between East Ramsey Parkway
westbound and East Ramsey Parkway eastbound. The park is built around a regional
treatment pond and will feature trails, an amphitheater, a pedestrian bridge and an
educational wetland with overlooks. The wetland will be incorporated in the PACT
Charter School curriculum. The amphitheater, paths, bridge and wetlands are scheduled
for completion in 2006.

South Park (E) is between East Ramsey Parkway eastbound and 145th Avenue, east of
Rhinestone Street and west of Peridot Street. It has a combination soccer/softball field
with back stop, sidewalks, parking and a gazebo. The field has reinforcing mesh
incorporated in the soil so that it can be used for parking during special events. The
parking lot and gazebo are scheduled for completion in 2006.

West Park (F) is between West Ramsey Parkway westbound and West Ramsey Parkway
eastbound. The streets are scheduled for construction in 2006. The Park is anticipated to
be completed in 2007.

North Park (E) is located north of Bunker Lake Boulevard and east of Zeolite Street. The
park encompasses an existing wetland. A shelter and parking lot are proposed along with
potential for a sliding hill. Construction of this park has not been scheduled by Ramsey
Town Center, LLC.
