FC CASE #

LOUDI ECONOMIC DEVELOPMENT ZONE
CELEBRATION DELEGATION
By: James E. Norman

Background:

The City of Loudi, China, has invited Ramsey City Officials to Loudi, China, on May 13, 2006,
to celebrate the third anniversary of their industrial park. It is anticipated that during the
celebration on May 13, there will be an announcement of an opening of a Chinese trade office in
Ramsey, Minnesota.

In conjunction with the anniversary, HSP & Associates has scheduled visits with potential
investors, builders, businesses, and department stores that have shown interest in the Ramsey
Town Center and industrial park areas. These visits would include owners of China Silk Robe,
China's Best Buy-type corporation, condo builder, and a shopping mall designer/builder. The
Ramsey Delegation will also visit and inspect a water fountain builder that has shown interest in
building a water fountain in the Ramsey Town Center Village Square Park at a reduced cost.
(An invitation and description of the visit is attached to this case.)

Staff is in the process of preparing a recommended delegation for the visit and will request
authorization to finance the City representatives of the delegation. Funds for the delegation
would be utilization of the Council Contingency Fund.

Committee Action:

Motion to recommend the City Council authorize Council Contingency Fund to fund the China
Delegation visit.

Reviewed by:

City Administrator
Finance Officer

FC: 04/11/06
