CASE #

APPLICATION FOR ON-SALE INTOXICATING LIQUOR LICENSE
& SUNDAY SALES
WELLS CATERING; CASE OF GEORGE WELLS
By: Jo Thieling, City Clerk

Background:

Wells Catering Inc. (George D. Wells), dIb/a Wells Catering has properly applied for an on-sale
intoxicating liquor license, including Sunday sales, at 6139 Highway #10 NW, Ramsey. This is
the banquet facility located behind JR's Outpost. Mr. Wells has turned in all the necessary
paperwork and fees, the public hearing notice has been published, and insurance information has
been received.

Mr. Wells has been catering events from this site for the past year and JR's has taken care of the
liquor end of the business. JR's has been able to operate the liquor portion of the business
because the original liquor license for JR's included the building behind the bar/restaurant. Each
year the license was renewed, no changes were made and JR's was able to maintain the license to
cover the event center. Mr. Wells is now applying for his own liquor license. The State of
Minnesota - Department of Public Safety - Alcohol Division has been contacted regarding the
application for this license and they have no concerns. JR's and the Event Center do have two
separate addresses.

Police Chief Way has completed the background investigation and found everything to be in
order. It is anticipated that Mr. Wells will be at the Council meeting to answer any questions you
may have.

Council Action:

Motion to approve an on-sale intoxicating liquor license application (which includes Sunday
sales) to Wells Catering.

Reviewed by:

City Clerk
Police Chief
Fire Chief

CC: 04/11/06

-101-
