DONNA PRUEIIER <br />9041 167~ Lane, NW <br />Ramsey, MN 55303 <br /> <br />March 3, 2006 <br /> <br />Rarnsey City Hall <br />Mary Jo Olson/City Council <br />15153 Nowthen Blvd. <br />Rarnsey, MN 55303 <br /> <br />SUBJECT: Preliminary plats for Kelly Acres and Rum River Prairie <br /> <br />Dear Ms. Olson, <br /> <br />I have enclosed a copy of the letter sent to the Rarnsey Planning Commission in regards tO the above <br />Preliminary Plats. I sent the letter voicing my (and many others residing in the community) concerns <br />regarding the city ordinance that Ramsey has adapted which allows cluster housing developments throughout <br />the City. <br /> <br />When attending the public hearing March 2, 2006, those attending were informed that Ramsey's City <br />Council members'were responsible for adapting this city ordinance. The residents are "shocked" to hear that <br />this ordinance was passed without proper notification. We were told that an article was placed in the <br />newspaper (it was not indicated which newspaper) informing those who read the paper of the proposal for <br />the City to allow cluster housing developments. We were also informed that the property owners with 5+ <br />acres were notified by letter. The Ramsey Newsletter would have been an excellent resource to <br />communicate this information to all of the residents...the postage and paper expenses should already be in <br />the budget, so it would not be considered an additional cost issue. <br /> <br />This ordinance has a major impact on l~amsey's current and future outlook. The ordinance impacts not only <br />the current residents, environmental issues, traffic and safety issues, but also those moving into these <br />developments within the rural jurisdiction (furore City. sewer and water implementatious). Many of these <br />issues were discussed at the March 2~a meeting and can be viewed on tape. <br /> <br />Ordinances have been changed in the past, many of the residents would like to know what it will take to have <br />this ordinance changed that would require larger lot sizes, lot sizes that would blend in.with surrounding <br />properties. We are relying on those elected in office to do what is best for Ramsey and those living here; the <br />residents of Ramsey view this cluster housing concept as a negative effect on both their City and their <br />properties. <br /> <br />Could you please respond to the concerns addressed in the attached letter, and notify all residents of this <br />cluster housing ordinance. As Ramsey citizens we all have a right to know all types of issues that will <br />impact our City and our properties, and we should have a right to vote on these issues.
