Wolverine Street has been revised to a cul-de-sac, as requested by City Staff, to avoid conflicts <br />with the intersection of Armstrong Boulevard and Tiger Street. Also, sidewalks are proposed on <br />the west side of Wolverine Street and Tiger Street and north side of 170t~ Avenue. A trail is <br />proposed on the east side of Armstrong Boulevard, as directed by the Master Parks and Trails <br />plan. <br /> <br />A traffic generation study was conducted for the proposed Rum River Prairie/Kelly Acres <br />subdivisions. It was determined that the proposed 31 lots will not have a significant impact on <br />any intersections, and no upgrades are required, except to install stop signs at all proposed <br />intersections on Tiger Street. <br /> <br />Staff is requiring that all sewer and water infrastructure be installed prior to the construction of <br />the streets. The applicants have submitted information regarding the proposed water source for <br />the proposed lots and individual wells are 'proposed. Staff has requested some revisions to the <br />water infrastructure and maintenance plan. <br /> <br />A tree preservation, grading, and drainage plans have been submitted, and are generally <br />acceptable to the City, though some modifications are required. <br /> <br />The public hearing was held on March 3, 2006, and a number of residents expressed their <br />concern with the proposed project. The primary concerns were the size of the proposed lots, the <br />eventual extension of urban services to the area, and the general concept of cluster housing. <br /> <br />Recommendation: <br /> <br />The Planning Commission conducted a public hearing on March 3, 2006 regarding the <br />preliminary plat. The Commission recommended approval of the preliminary plat with the <br />following contingencies: .. <br /> <br />I. MPCA approval of the common septic system <br />2. Resolution of the lot size issues for the existing homes <br />3. Completion of the traffic study <br />4. City Council re-consideration of the cluster ordinance <br /> <br />It is noted that on March 28, 2006, the City Council introduced a proposed interim ordinance that <br />would place a one-year moratorium on platting and subdividing land in the R-I Rural <br />Developing Zoning District. The purpose of the moratorium is to review the ordinance in more <br />depth with respect to density transltioning standards, open space provisions, the calculation of <br />density, and specific septic system submittal requirements. If that ordinance is adopted on April <br />11th, 2006 the effective date will be Monday, May 15% 2006. Any plats in the Rural Developing <br />Area receiving preliminary plat approval prior to May 15th are exempt from the moratorium. <br /> <br />Given the issues discussed relating to the impending moratorium, approval of the preliminary <br />plat for Rum River Prairie should contain the following contingencies: <br /> <br />-140- <br /> <br /> <br />
