CHAPTER VI <br />COUNCIL POLICY 6K-0492 <br />ROADWAY MAJOR MAINTENANCE <br />FINANCING POLICY <br /> <br />The following policy sets forth guidelines for the financing of roadway major maintenance projects. <br /> <br />I. DEFINITIONS <br /> <br />A. Benefited Property: <br /> <br />· Retail/Commercial/Non-Profit/Tax Exempt/Institutional property <br /> with frontage (rear, side, or front) along a roadway will be considered <br /> to receive benefit from any major maintenance projects. <br />· Nigh and Medium density residential property will be considered to <br /> receive benefit if they have driveways, public or private streets, which <br /> prq;Ade direct access to the street receiving major maintenance. <br />· Low-density residential lots will be considered to receive benefit if <br /> they have front yard frontage on the street receiving major <br /> maintenance. <br /> <br />B. Major Maintenance: <br /> <br />For the purpose of this policy, major maintenance will consist of overlays, <br />partial or total reconstruction together with other associated infrastructure . <br />repairs, reconstruction, and construction. <br /> <br />C. Minor Maintenance: <br /> <br />For the purpose of this policy, minor maintenance shall consist of pothole <br />patching, crack sealing, seal coating and minor skin overlays. Funding of <br />these maintenance activities are not addressed as part of this roadway <br />major maintenance policy. <br /> <br />D. Project Cost: <br /> <br />Included in the improvement cost to be assessed shall be the roadway <br />major maintenance activity cost, lateral storm sewer, sanitary sewer, and <br />water main costs, engineering, administrative, legal, easement acquisition, <br />and fiscal costs incurred to implement the hnprovements. <br /> <br />E. Roadway <br /> Classification: <br /> <br />Roadway classification will be determined in accordance with the <br />comprehensive transpomtion plan previously adopted by the City <br />Council. <br /> <br />II. COST ALLOCATION <br /> <br />The total project cost for major maintenance is to be allocated in accordance with the policy. Excluding rural <br />unplatted properties, it is the intention of this policy to allocate cost on a project basis rather than on a street by <br />street or block by block basis. <br /> <br />Urban Residential Streets <br />Street, Curb and Gutter Repairs <br /> <br />-285- <br /> <br /> <br />
