When projects are hfitiated through this process the costs of doing <br />engineering feasibility studies and associated project consldemfion costs <br />wilt be borne by the property owner(s) so petitioning. <br /> <br />If the project proceeds through construction and axse~sment those costs <br />will be considered project costs under Section II. 1 above. <br /> <br />If the project does not proceed through construction these costs will be <br />billed back to tho property owners petitlonfiag or will be recorded for <br />future project costs consideration at which time the project is concluded. <br />Determlnntion of the method of cost recovery will be made by the City <br />Council. <br /> <br />,¸ <br /> <br />By Council Action: If the Coundl determines that an improvement is in <br />the best intere~ of the City, it can, without petition, inlti~t¢ the <br />improvement with a four/fifths vote of the Council. <br /> <br />The Eno-fneering Department shall inventory and rote the condition of <br />streets in the City. This rating shall then be used to determine the pfior/ty <br />of sm:et improvements'in the City's 5 Year Strut Improvement Plan. <br />Tha City will generally hnprovc streets that have the highest priority fa-st. <br /> <br />Hearing Process <br /> <br />Lmprovemcnt Hearing: After a petition is filed and its <br />determ2n~, er the C~unciI imfiate~ the project, the City Engineer is <br />directed to study and repo. rt as to tbe feasibility cf the imFmvemmt If <br />at'mr mvic~v~Sng the feasibility report, the Council feels the project las <br />merit, a public be~-Lng ia sck aedu!ed, notice published twice, and pemens <br />benefitted by the project notified in writing in accordance with applicable <br />State Statutes and City Standards: . - <br /> <br />If after the improvement hearing, at which all persons are heard, the <br />Council feeis that the project still ha~ merit, then the Council will <br />authorize the preparation of necessary plans and specifications, and upon <br />receipt and acceptance of thom plans, will authorize the advertisement for <br />bids, by resoludon, for the construction of the project. <br /> <br />C. Determining As.sessment Method to Use <br /> <br />Front Footage Assessment - The front footage assessment method w'ill <br />generally be used on all multiple land use projects as per the City's <br />adopted assessment policy.
