CASE <br /> <br />CONSIDER MODIFICATIONS TO THE MUNICIPAL STATE AID SYSTEM <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />This case is a continuation of the discussion initiated at the February 21, 2006 Committee <br />meeting relative to the designation of additional mileage the City's Municipal State Aid <br />system (MSA). Cities are allowed to designate up to 20% of the certified mileage as <br />MSA route. New segments must start and terminate on the existing system and MnDot <br />must a~ee to the reasonableness to any proposed changes to the MSAS. The city <br />currently has the ability to designate 2.4? miles to its current system. <br /> <br />At the February committee meeting the three additions below were suggested for staffto <br />evaluate: <br /> <br />· Option 1 The extension of a segment between Alpine Drive and 157th Avenue <br /> connecting to the City of Andover's MSA system. This addition would need the <br /> cooperation of the City of Andover to designate a similar connecting segment <br /> since MSA roads must begin and terminate on other MSA roadways or state trunk <br /> highways. Staff conversations with the City of Andover City Engineer indicated <br /> that Andover was also looking for opportunities to designate additions to their <br /> system, and would be interested in designating the necessary segment as early as <br /> next year. However, Andover has designated additional mileage for 2006 and <br /> does not have sufficient additional mileage to make this addition this year. The <br /> length of the mileage needed would be in the range of 0.6 to 0.7 miles. The intent <br /> of this extension would be to facilitate the creation of another bridge crossing <br /> across the Rum River. <br />· Option 2 The extension of Sunwood Drive from Armstrong Boulevard west to <br /> Puma Street which is currently designated as segment 109 of the City's MSA <br /> system. Most of the length of this roadway is currently nonexistent which would <br /> maximize the needs dollars. The length of the mileage needed for this designation <br /> would be 0.90 miles. <br />· Option 3 The extension of 160th Lane to Central Park (the intersection of 161st <br /> Avenue and Armstrong Boulevard). To comply with state aid requirements that <br /> segments start and terminate on the "system" it would be necessary to also <br /> designate the segment of Jaspar Street from Ramsey Boulevard to 160th Street to <br /> make the system connection. The length of the mileage needed for this <br /> designation would be would be 1.0 miles from Ramsey to Variolite and an <br /> additional 0.5 miles for Variolite to Armstrong Boulevard. <br /> <br />It will be necessary for the City Council to pass a formal resolution requesting system <br />modifications prior to May 1, 2006 in order for any new additions to be included in the <br />next round of needs determination.
