Mr. Riverblood reviewed that the PACT Charter School has
requested that they receive some assurances that they may use the park space adjacent to their
building, which is presently referred to as South Park, as part of their daytime programming.
This use was predicated on having a suitable agreement that protected the City's interests, while
insuring that PACT can count on programming the space during school days with limited
conflict. Mr. Riverblood advised staff believes that the attached Field Use Agreement achieves
these goals. He reviewed the following key elements of the draft agreement:
· The agreement has the appropriate indemnification and insurances clauses and requires
criminal background checks for those overseeing.youth activities on City property.

City Council / March 28, 2006
-55-
