City Engineer Jankowski indicated that he would concur that they do need to hold these systems <br />to higher standards of operation and inspection than they would on a regular single-family home. <br />He stated that they are going through this for the first time, but they do have a solid plan for <br />managing the system. <br /> <br />Commissioner Brauer indicated that this cluster development and others brought forth raise <br />questions that the City Council need to address overall. He stated that some of those questions <br />and issues are: <br />· Tmnsitioning <br />· Sidewalks; if these neighborhoods are envisioned as being urban at some time, sidewalks <br /> should be considered. <br />· Traffic and access; it is likely they will see a number of these on difficult lots that will have a <br /> single access. <br />· Sewer; what kind of bond will the City require from the association to ensure that if the sewer <br /> fails, the City is not stuck with the cost of repair. <br /> <br />Commissioner Van Scoy indicated that he believes they will see a lot more of these with a cul- <br />de-sac. He stated that when you look at the plat, from Erkium down to the main access there <br />could possibly be two shorter cul-de-sacs. <br /> <br />Motion Carried. Absent: Chairperson Nixt. <br /> <br />Case #4: <br /> <br />Request for Preliminary Plat of Kelly Acres; Case of John Osborne and <br />Kelly Wolf <br /> <br />Case #5: <br /> <br />Request for Preliminary Plat of Rum River Prairie; Case of National <br />Growth, LLC <br /> <br />Presentation <br /> <br />Associate Planner Dalnes advised that John Osborne and Kelly Wolf have applied for <br />preliminary plat to construct 5 new single-family lots, and replat two existing lots on the property <br />generally located on Tiger Street at 171st Avenue NW. She indicated that National Growth, LLC <br />has applied for preliminary plat to construct 26 single-family lots on the property generally <br />located on Tiger Street at Armstrong Boulevard. <br /> <br />Associate Planner Dalnes stated that the two existing homes are proposed to be platted on lots <br />that do not conform to the standards. She indicated that because these are existing residences, <br />and one is not owned by the developer, Staff is comfortable with the lots as proposed. She noted <br />that a future re-subdivision plan has been requested for these areas. <br /> <br />Associate Planner Dalnes indicated that the proposed lots will be served by a common septic <br />system located in Rum River Prairie, constructed to hook up to municipal sewer and water when <br />they become available to the property.
