The oil used in the seal coating process <br />seals the small cracks and the aggregate provides the street with a new wearing <br />surface. <br /> <br />With today's new plant mixed bituminous surfaces, the need for the initial seal <br />coat is not as urgent as with the old road mixed bituminous surfaces. <br />Generally, most cities seal coat between two and seven years initially. This <br />depends on the condition of the street and no set time period or schedule can <br />be determined. <br /> <br />In discussion of scheduling seal coating with Midwest Pavement Management, they <br />stated that seal coating should be done when the aggregate in the bituminous is <br />exposed approximately 1/16 to 1/8 inch. When the aggregate begins to show 1/4 <br />inch or more, or if there is severe cracking, a bituminous overlay may be <br />needed. Tungsten Street in Ramsey was an example of where such overlay was <br />needed. <br /> <br />One problem with using abrasion and wear .as a guide to seal coating is that the <br />intersections and heavily traveled streets will require seal coating sooner <br />than the less traveled streets. Most cities seal coat complete subdivisions <br />rather than split them down due to the economies involved. <br /> <br />For Ramsey I would recommend that we maintain our current policy in the rural <br />areas and seal coat or review all residential streets initially within five <br />years. In the urban areas, with proposed small lots and on heavily traveled <br />thoroughfares, I would recommend review of the streets within two years after <br />construction. In all cases:.if the aggregate is showing between 1/16 and 1/8 <br />inch in several areas, I would recommend that the complete subdivision be seal <br />coated. <br /> <br />cb,il · municipal t plan~ing · soils · land survey#~g <br /> <br /> <br />
