Due to financial co~uiU~ents made by the City Council and in <br />accordance with the City's past and present Co~prehensive Plans, <br />the City Council should recognize that changing the rural <br />residential density would be a major change to development in the <br />City. Consequently, the City Staff wants tm be on record <br />informing the Council that the City does have Public Improvement <br />Bonds out on the develolm~-nt in the Urban Area and the City has <br />an obligation to recognize that making major changes to the <br />Comprehensive Plan could have a major impact on the financial <br />payback of the p~blic improvements in the urban Area and the <br />legality of the City's ~,,,,itment to development according to its <br />old and new Comprehensive Plans. Before the City Council <br />considers any changes in the Comprehensive Plan, it is <br />reco~ed that the City research any possible fiscal and legal <br />impacts of such a change. <br /> <br /> <br />
