Church, the church has requested that the final phase of the Master Plan revision, specifically the <br />redesign of the Memorial Gardens, be completed by the City. A proposal was prepared in <br />February 2006 by Vanman Architects & Builders, Inc. to complete the project for a fee of <br />$15,000. <br /> <br />Finance Officer Lund advised staff recommends the expenditure be funded through the Tax <br />Increment Financing District No. 1, as it has adequate fund balance and the District is in the <br />immediate area of the proposed Highway #47 realignment. <br /> <br />Chairperson Strommen expressed concern regarding the timing as the Highway 47 map has not <br />been approved and there is no official map or alignment at this time. She indicated the City <br />should pay for the study when the timing is appropriate. <br /> <br />Councilmember Elvig concurred. He expressed concern that a message could be sent to the <br />County by moving forward too quickly. He commented he would like to hear from the church <br />whether there is a need to finalize plans now, and whether there is a Plan A and Plan B. <br /> <br />Chairperson Strommen requested staff to set up a meeting with the church to discuss the <br />timeline. <br /> <br />Councilmember Jeffrey expressed his agreement with the City funding the redesign at a future <br />date when the alignment is known. <br /> <br />The consensus of the Committee was to table authorization for the Lord of Life Memorial <br />Garden Master Plan redesign and direct staff to develop a timeline with the Lord of Life Church. <br /> <br />Case #2: 2006 Aquat6ie Center Contribution <br /> <br />Finance Officer Lund reviewed that the City has supported the Anoka Aquatic Center with a <br />cash contribution for the past eight years. The funding has been obtained from the Lawful <br />Gambling Fund. The Park and Recreation Commission approved the continued funding at the <br />March 9, 2006 meeting in the amount of $4,000. The Park and Recreation Commission motion <br />included a request that the City discount be widely advertised so residents know the discount is <br />available. <br /> <br />Consensus of the Finance Committee was to recommend that the City Council adopt a resolution <br />authorizing $4,000 for the Anoka Aquatic Center to be funded from the Lawful Gambling Fund. <br /> <br />Motion carried.
