Board determined the City really could not do anything in this type of situation due to liability <br />issues. On the other hand, the Board exists so if something were to come up enough of the <br />members would be willing to help. <br /> <br />Councilmember Cook explained the temas of the Board members all ended in 2004. If the Board <br />is to continue, the City needs to go through a reappointing process. He suggested the Board act <br />as an information group for a commission or committee. He suggested there be a list of horse <br />qualified people in the City or citizens that have horses that would be notified to attend a Park <br />and Recreation Commission meeting when horse issues will be discussed, rather than continue <br />running the Board. <br /> <br />City Administrator Norman noted the City is organized differently now with more staff to handle <br />situations that may come up. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik advised aside from policing <br />issues, City Code requires the Horse Care Board to be consulted regarding applications to have <br />horses on less than three acres.
