Chairperson Elvig directed staff to include a review of possible future road connections in the <br />feasibility study that could eliminate the cul-de-sacs. <br /> <br />Mr. McKusick stated the property owners wanted a meeting right away because soon there will <br />be a sewer system going through the ditch area. At one time there was a stub line that was on the <br />west side of his property to go to 157th Lane, which he understands has been eliminated. He <br />does not know how long this process will be, but he would hate to see the system go past them <br />and not be able to put that stub in until this study is done. He does not want to see this <br />opportunity missed if it is there. He inquired if the water would need to be a looped system. <br /> <br />Fire Chief Kapler replied that would be preferable. <br /> <br />Mr. McKusick noted realistically the new project on the west side of Sunfish Lake Boulevard is <br />not far from where this project would be. <br /> <br />Public Works Director Olson explained Alpine Woods, the project on the west side of Sunfish <br />Lake Boulevard, will include sewer. Unfortunately, the soil type in that wetland complex is not <br />conducive to water mains, although it is not bad for sewers because the piping is plastic and is <br />mn extra deep. He explained the reason the sewer stub Mr. McKusick referred to was eliminated <br />is because the City was not able to reach an agreement for the easement for that sewer stub. A <br />decision needed to be made to move forward with the project with the current weather conditions <br />in order to get the ditch cleaned out. Mr. Olson explained the feasibility study will determine <br />where the water and sewer are located, determine where the best place is to come fi.om, and <br />where to loop the water if it were to be looped. <br /> <br />Chairperson Elvig inquired of the approximate timeline to complete the feasibility study, and <br />how this would relate to the potential stub. <br /> <br />Public Works Director Olson replied the feasibility study could take two months. He explained <br />the stub was considered originally in order to stay outside the wetland limits, but it is not <br />absolutely necessary, as dewatering will still be required. The stub is not critical to the current <br />project; staffis trying to think ahead and put in sewer stubs, not only for this plat but for plats to <br />the north of the sewer. <br /> <br />Chairperson Elvig explained to the residents that the City has been hesitant to proceed with <br />sewer and water in this neighborhood because in the past there was a tremendous amount of <br />resistance. He appreciates everyone being proactive and being here tonight, as this is a <br />wonderful oppommity to work proactively together. If the residents are willing and this seems to <br />be the right timing they should move forward on this. <br /> <br />A resident inquired how this project would affect her, as she will be putting her property up for <br />sale in the next 30 days. <br /> <br />Public Works Director Olson replied there are currently no pending assessments.
