a water tower located 1 ¼ mile south of this location. Mayor Gamec inquired if the water tower <br />off of 167th Avenue is full for this type of use. Community Development Director Trudgeon <br />replied an application was processed a couple of years ago to add a second user to that location. <br />Councilmember Jeffrey stressed that the City should be careful not to govern and tell companies <br />what service they need; the City should be discussing the land use. Public Works Director Olson <br />clarified that the City is planning a water tower in Elmcrest Park in 2008. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for Final Plat Approval of Brookfield Second Addition; Case of <br />Oakwood Land Development <br /> <br />Community Development Director Trudgeon stated Oakwood Land Development has applied for <br />final plat approval to develop 72 urban single family residential lots as the second phase of <br />Brookfield Addition. The property is generally located west of Nowthen Boulevard and south of <br />Trott Brook. The final plat complies with the approved preliminary plat in terms of lot <br />standards, as outlined in the City StaffReview Letter. The applicant has applied for and received <br />a Comprehensive Plan Amendment for the subject property, making it eligible for connection to <br />municipal sewer and water. An Environmental Assessment Worksheet (EAW) was completed <br />for the project during preliminary plat review. The City Council determined at that state that the <br />preparation of an Environmental Impact Statement (EIS) is not required for this development. <br /> <br />Community Development Director Trudgeon explained the City has acquired a conservation <br />easement along the entire Trott Brook corridor through the plat of Brookfield. A trail will also <br />be constructed along the entire length of the Brook. Some revisions are required to the <br />landscaping plan per the City Staff Review Letter. Staff is recommending some additional <br />landscaping along portions of Blocks 4 and 5 to satisfy density transition requirements. Staff is <br />also recommending some additional landscaping on several lots that back up to Nowthen <br />Boulevard. During their review of the preliminary plat, the Planning Commission also requested <br />additional landscaping in these areas. Mr. Trudgeon advised the proposal for the second phase <br />of Brookfield includes the construction of 170th Trail, 170th Avenue, 169th Avenue, Garnet and <br />Feldspar Streets. Some revisions are required to the grading and utility plans, per the City Staff <br />Review Letter. He noted the following items staff has requested to be included on the plat: the <br />existing home in Now and Then Estates must also be platted along with the Second Addition; <br />Lot 1, Block 4 and Lot 13, Block 2 should be platted as outlots due to the need for a temporary <br />cul-de-sac until Feldspar Street is extended to the south. A temporary road easement will be <br />required for this temporary cul-de-sac. <br /> <br />Community Development Director Trudgeon advised the applicant has signed an agreement with <br />the City regarding utility construction to Brookfield and Sweet Bay Ridge. Certificates of <br />occupancy will not be issued until the city sanitary sewer and watermain are fully functional, <br />including permanent vehicular access to the lift station. He advised park dedication requirements <br />for the plat are being satisfied through a cash payment. The applicant will be constructing trails <br />along the southern boundary of Trott Brook and along Nowthen Boulevard.
