Public Works Director Olson reviewed the drainage along Lot 12, which drains to the pond to <br />the north. <br /> <br />Councilmember Elvig inquired if the roundabout is a public access and about plowing <br />techniques. <br /> <br />Public Works Director Olson replied the roundabout is a public access. He explained the only <br />concern with plowing relate to the dimples in the road. Plowing of the roundabout will be an <br />educational process for the drivers, but staff is willing to do that. <br /> <br />Councilmember Elvig suggested the curbs of the roundabout be built to an industrial strength or <br />that grading be included to the curbs, as they will likely take some hits during plowing. <br /> <br />Public Works Director Olson indicated staff will look at roundabout designs elsewhere. Some <br />designs do not include the dimples depicted in this plan. The dimples will either be <br />surmountable or will not be included. <br /> <br />Councilmember Cook noted one of the new designs being used is not to include a curb, and to <br />use recessed concrete so the water from the road drains to the flower bed. In the winter the <br />flower bed area is plowed right over. <br /> <br />Public Works Director Olson indicated staff has reviewed the design and the construction plans <br />have been submitted. As part of the approval tonight staff still reserves the right to approve the <br />plans and specifications. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Cook, to adopt resolution #06- <br />04-137 to approve the final plat of Brookfield Second Addition contingent upon compliance with <br />the City Staff Review Letter dated April 21, 2006, and the Developer entering into a <br />Development Agreement with the City. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Pearson, Cook, Elvig, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #8: <br /> <br />Request for Revised Final Plat and Final Site Plan Approval of Meadow; <br />Case of GM Land Development, Inc. <br /> <br />Community Development Director Trudgeon reviewed that on February 28, 2006, City Council <br />granted final plat and final site plan approval of Meadow. As part of the final plat approval, the <br />Council noted the need to replace the Fire Department access to Alpine Drive. Staff was <br />directed to work with the developer to provide for that access via the new segment of Helium <br />Street to be constructed. Staff reviewed the site plan and requested the developer to implement <br />the following: Construct a driveway from the Fire Department to Helium through Lot 21. The <br />City would retain ownership of Lot 21 and when the interim access is abandoned, the City has <br />the option to develop the lot. The developer would then be allowed to plat one additional lot in <br />the plat to replace the lot dedicated to the City for access to Helium.
