15153 Nowthen Boulevard NVv' · Ramsey, Minnesota 55303
City Hall: (763) 427-14t0 · Fax: (763) 427-5543
www. ci.ramsey.mn.us

April 21, 2006

Mark Strandlund
Shade Tree Communities
18530 Ulysses Slzeet
East Bethel, MN 55011

Re: Preliminary Plat- Shade Tree Creek

Dear Mr. Strandlund:

We are in receipt of your preliminary plat application for Shade Tree Creek prepared by RLK
Incorporated, dated April 4, 2006. We offer the following comments:

General: The preliminary plat proposes to create a total of 16 single family lots on a 40 acre
parcel. The lots are proposed to be clustered. The subject property is generally located south of
the intersection of Erkium Street and 177th Avenue NW. Future build-out is planned to add
approximately 33 additional lots when mtmicipal services become available.

Zoning.- The property is zoned R-1 Re~}dential and is located in the Rural Developing Area.

Lot Area and Width: The current minimum lot size in the R-1 - Rural Developing Area is
10,800 square feet, with a maximum of 32,670 square feet. The required lot width is 80 feet (90
feet for comer lots). The submitted plat conforms to ail lot requirements for size and width.

Density: The R-1 Residential - Rural Developing Area allows a gross density of 1 unit per 2.5
acres, or 0.4 units per acre. The plat indicates a gross density of exactly .4 units per acre.

Future Re-subdivision Plan: A re-subdivision plan has been submitted, and is generally
acceptable to City Staff.

Density Transitioning: According to comments provided by the Planning Commission and City
Council and items stated in the R-1 clustering standards, extra density transitioning efforts are
required when clustering urban-sized lots adjacent to rural lots. City Code requires Level 3
transitioning, which can be achieved with a vegetative buffer of 24 trees every I00 feet. Existing
tree cover, where applicable, can be used to satisfy these requirements. Lots 4-6, Block 3, appear
to have sufficient tree cover for transitiouing purposes. However, Lots 1-3, Block 3, and Lots I-
6, Block I, will require additional transitioning efforts, if landscaping is used, at least 240 trees

44
