CHARTER CASE <br /> <br />COUNTER PETITION FOR PUBLIC IMPROVEMENTS <br />AND SPECIAL ASSESSMENTS <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />Chapter 8 of the City's Charter includes language for Public Improvements and Special <br />Assessments. It has generally been interpreted as protections to City residents in providing <br />protections from public improvements and special assessments which local residents would be <br />opposed. Recent public improvement projects have demonstrated to City staff that there may <br />have been some unintentional protections to the developers but are an actual burden to residents <br />of the community. <br /> <br />Staff will work with the City Attorney to develop proposed language that would both protect <br />current residents from public improvements and special assessments that residents would be <br />opposed to, while at the same time removing those same protections for developers. <br /> <br />Commission Action: <br /> <br />Based upon discussion. <br /> <br />Revie~ved by: <br /> <br />City Administrator <br />City Attomey <br /> <br />Charter: 04/27/06 <br /> <br /> <br />
