Subdivision 2. Applications <br /> <br />This section applies only to applicants who are finalists for regular, temporary and <br />volunteer status positions. Before the investigation is undertaken, the applicant must <br />authorize the Police Department in writing to undertake the investigation and to release <br />the information to the City Council, City administrator and/or other City staff as <br />appropriate. <br /> <br />Subdivision 3. Reiection of Applications <br /> <br />Except in the case of exceptions set forth in Minnesota Statutes Section 364.09, as may <br /> <br />be amended from time to time, if the City reiects an application for employment due <br />partly or solely to the applicant's prior conviction of a crime which relates directly to the <br />position sought, the City's Human Resources Manager will notify the applicant in writing <br />of the following: <br /> <br />Co <br /> <br /> a. the Grounds and reasons for denial; <br /> b. the applicant complaint and grievance procedure set forth in <br />Minnesota Statute Section 364.06, as may be amended from time <br />to time; the earliest date the applicant may reapply for employment <br />or a volunteer position; and <br />that all competent evidence of rehabilitation will be considered upon re- <br />application. <br /> <br />Only public conviction information related directly to the position sought will be <br />considered in denying employment. In situations where identity is questioned, <br />fingerprint verifications will be allowed. <br /> <br />SECTION 2. Summary <br /> <br />This new ordinance repeals Section 3.20, Personnel Policy, and indicates that the <br />personnel policy has been adopted by resolution and will be amended by resolution in the <br />future. The new ordinance also amends Section 3.14 by granting the Ramsey Police <br />Department authorization to conduct pre-employment criminal background checks.
