AWARD BIDS FOR DIVISION A OF THE <br />2006 PAVEMENT MAINTENANCE PROGRAM <br />By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />On March 28, 2006 the City Council authorized the 2006 Pavement Maintenance <br />Program. The program this year will be divided into three separate divisions. Division A <br />consists of cracksealing and sealcoating of new subdivision (first sealcoating); MSA <br />streets and commemial streets south of CRll6. Bids were opened on Friday April 21, <br />2006. Division A also includes the surfacing of the Elmcrest Park access road with a dust <br />free bituminous coating. This work is similar in nature to sealcoating work. The <br />remaining divisions of the pavement maintenance program will be bid on July 7, 2006 <br />and will include bituminous overlay work, street and trail pavkng, and storm sewer work <br />associated with these projects. Attached to this case is a complete tabulation of bids <br />received for Division A. The City will receive $142,468 from its <br />MSA maintenance allocation to pay for the portion of this year's pavement program <br />which will be performed on MSA streets. Of this amount $43,123 will be applied to <br />Division A for sealcoating on Sunwood Drive Alpine Drive, and Waco Street. In addition <br />$8,850 of this cost will be charged to the parks department. The low bidder, ASTECH <br />Corp., has previously performed sealcoat work in the City <br /> <br />It must be noted that there was a bidding irregularity affecting the bid opening. The low <br />bid provided by ASTECH Corp was submitted to the City Administrator as indicated in <br />the advertisement for bids. This bid was delivered to the City offices by Fed Ex at 9:07 <br />a.m. and has been verified by delivery records. However, the bid was not discovered in <br />time to be opened at the specified time of 11:00 a.m. Since this bid complied with the <br />stated bid instructions and was submitted prior to the specified opening time, staff feels it <br />appropriate to award to ASTECH Corp. as the lowest responsible bidder. <br /> <br />-371- <br /> <br /> <br />
