Fire
crews arrived and located a fire in the upper bedroom with moderate smoke and flames. They attacked the
fh'e and held the flame damage to the room of origin. An investigation into the cause of the fire showed
that there were three occupants home at the time of the £~re; a mother and her two juvenile children. The
mother stated that she and her older child were sleeping at the time of the firs when they were alerted by
the smoke alarms that there was smoke in the home. The mother immediately got out of bed, noticed
smoke inthe home, and found a fire in the bedroom closet. She found her 4 year old and got out of the
house. She called 911. The oldar sister stated that she found a green lighter in the hands of the 4 year old.
Fire Marshal Streich questioned the child and had him demonstrate how he lit the "child proof" lighter. It
normally takes three actions to light one. I) You have to be able to grip it. 2) Your thumb has to be long
enough to roll the barrel. 3) It then has to slide down and hold the fuel plunger down to keep the flame lit.
S~'eich had the child demonstrate and was amazed that the child could do it. The 4 year old used his left
hand to hold the lighter and his right hand to roll the barrel and hold down the plunger. Case solved. The
child went into the closet and was experimenting with his mother's lighter and set items on fire. He
became scared and le~ closing the door to the closet. Heavy smoke damage was caused throughout the
upper level of the townhome. To top it all, the single mother had no renters insurance. Something we
typically see with renters. Another lesson that kids watch everything we do!

Inspections-
To date, there have been approxh'nately 150 "existing building" inspections completed for the year. We
will be focusing on repair garages and manufacturing facilities soon. New construction has been slow but
steady. We are making fi-equent visits to the new municipal center to assure there are no road blocks in
September.

I Training Schedule:

· 3/1/06
· 3/8/06
3/15/06
· 3/22/06
· 3/29/06
· 4/5/06
· 4/12/06
· 4/19/06
· 4/26/06

Foam Fire Slxeams
Business Meeting / Grass Fire Prep
CPR Refresher (mandatory)
Ladder Track Operations
Major Maintenance
Fit Test & Ladder Platform Operations
Business Meeting
START Review
Pump Operations / Practice (Hands on)

City of Ramsey / Fire Department
City Council Meeting
March 2006

-3-
